Obama touts Hagel, says no decision on defense secretary job

WASHINGTON (Reuters) - President Barack Obama offered strong support for former Republican Senator Chuck Hagel as the potential next U.S. defense secretary but said in remarks aired on Sunday that he had not yet decided on a nominee for the Pentagon post.
Hagel is considered a leading candidate to replace outgoing Secretary of Defense Leon Panetta, but the former Nebraska lawmaker has come under criticism for his record on Israel and for a comment that being gay was an inhibiting factor for being an ambassador.
"I've served with Chuck Hagel. I know him. He is a patriot. He is somebody who has done extraordinary work both in the United States Senate, somebody who served this country with valor in Vietnam," Obama told NBC's "Meet the Press" in an interview taped on Saturday and broadcast on Sunday.
Any nomination for defense secretary must be approved by the Senate where some lawmakers have voiced criticism about their former colleague.
"I think a lot of Republicans and Democrats are very concerned about Chuck Hagel's positions on Iran sanctions, his views toward Israel, Hamas and Hezbollah, and that there is wide and deep concern about his policies. All of us like him as a person," Republican Senator Lindsey Graham said.
"There would be very little Republican support for his nomination, at the end of the day, there will be very few votes," Graham said on Fox News Sunday.
Republican Senator Tom Coburn from Oklahoma said bluntly: "I cannot vote for Chuck Hagel."
Aside from his controversial statements, "he does not have the experience to manage a very large organization like the Pentagon," Coburn said on CBS' "Face the Nation." "If there's a place that we need great management it's the Pentagon."
Senator Richard Durbin, a Democrat from Illinois, said on the same television show that Hagel deserved "respect for the service he's given our country in the military and in the Senate" and should be given consideration. "He at least deserves a hearing and an opportunity," he said.
Obama said he had seen nothing that would disqualify Hagel.
The president said Hagel had apologized for his comments related to homosexuality, referred to by NBC's David Gregory in the interview.
"With respect to the particular comment that you quoted, he apologized for it," Obama said.
"And I think it's a testimony to what has been a positive change over the last decade in terms of people's attitudes about gays and lesbians serving our country. And that's something that I'm very proud to have led," he said.
Obama came out in favor of gay marriage in the middle of his re-election bid this year. Earlier in his term he presided over the end of the "don't ask, don't tell" policy that prohibited gay men and women from serving openly in the U.S. military.
Hagel, who left the Senate in 2008, has faced questions about his record on Israel.
Some of Israel's leading U.S. supporters contend that Hagel at times opposed Israel's interests, voting several times against U.S. sanctions on Iran, and made disparaging remarks about the influence of what he called a "Jewish lobby" in Washington.
Obama, who has strained relations with Israeli Prime Minister Benjamin Netanyahu, has faced questions of his own from the American Jewish community about his approach to the U.S. ally.
Obama said Hagel was doing an "outstanding job" serving on an intelligence advisory board and gave no indication on when he would make his final decision about the defense chief job.
The president has already backed down once from a contentious nomination, choosing Democratic Senator John Kerry to replace Hillary Clinton as secretary of state rather than going with his presumed first choice, U.S. Ambassador to the United Nations Susan Rice, whom many Republicans opposed after she made controversial remarks about the September 11 attacks on a U.S. mission in Benghazi, Libya, that killed four Americans.

The state-owned South African Broadcasting Corporation reported that several tens of thousands of people took the fitness test late last week, even though only 90 jobs were available. They were required to run four kilometers (2.5 miles) in temperatures of more than 30 degrees Celsius (86 degrees Fahrenheit), and many collapsed from dehydration and heat exhaustion. Some received hospital treatment.
South Africa's official statistics show that the unemployment rate is 25 percent, an indication why so many were applying for the 90 jobs.

WASHINGTON (AP) — Recalling the shooting rampage that killed 20 first graders as the worst day of his presidency, President Barack Obama pledged to put his "full weight" behind legislation aimed at preventing gun violence.
Obama voiced skepticism about the National Rifle Association's proposal to put armed guards in schools following the Dec. 14 tragedy at Sandy Hook Elementary School in Newtown, Conn. The president made his comments Saturday in an interview that aired Sunday on NBC's "Meet the Press."
Instead, the president vowed to rally the American people around an agenda to limit gun violence, adding that he still supports increased background checks and bans on assault weapons and high-capacity bullet magazines. He left no doubt it will be one of his top priorities next year.
"It is not enough for us to say, 'This is too hard so we're not going to try,'" Obama said.
"I think there are a vast majority of responsible gun owners out there who recognize that we can't have a situation in which somebody with severe psychological problems is able to get the kind of high capacity weapons that this individual in Newtown obtained and gun down our kids," he added. "And, yes, it's going to be hard."
The president added that he's ready to meet with Republicans and Democrats, anyone with a stake in the issue.
The schoolhouse shootings, coming as families prepared for the holidays, have elevated the issue of gun violence to the forefront of public attention. Six adult staff members were also killed at the elementary school. Shooter Adam Lanza committed suicide, apparently as police closed in. Earlier, he had killed his mother at the home they shared.
The tragedy immediately prompted calls for greater gun controls. But the NRA is strongly resisting those efforts, arguing instead that schools should have armed guards for protection. Some gun enthusiasts have rushed to buy semiautomatic rifles of the type used by Lanza, fearing sales may soon be restricted.
Obama seemed unimpressed by the NRA proposal. "I am skeptical that the only answer is putting more guns in schools," he said. "And I think the vast majority of the American people are skeptical that that somehow is going to solve our problem."
The president said he intends to press the issue with the public.
"The question then becomes whether we are actually shook up enough by what happened here that it does not just become another one of these routine episodes where it gets a lot of attention for a couple of weeks and then it drifts away," Obama said. "It certainly won't feel like that to me. This is something that - you know, that was the worst day of my presidency. And it's not something that I want to see repeated."
Separately, a member of the president's cabinet said Sunday that rural America may be ready to join a national conversation about gun control. Agriculture Secretary Tom Vilsack said the debate has to start with respect for the Second Amendment right to bear arms and recognition that hunting is a way of life for millions of Americans.
But Vilsack said Newtown has changed the way people see the issue. "I really believe that this is a different circumstance and a different situation," Vilsack said on CNN.
Vilsack said he thinks it's possible for Americans to come together. "It's potentially a unifying conversation," he said. "The problem is that these conversations are always couched in the terms of dividing us. This could be a unifying conversation, and Lord knows we need to be unified."
Besides passing gun violence legislation, Obama also listed deficit reduction and immigration as top priorities for 2013. A big deficit reduction deal with Republicans proved elusive this month, and Obama is now hoping Senate Democratic and Republican leaders salvage a scaled-back plan that avoids tax increases for virtually all Americans.
In addition, he issued a defense of former Republican Sen. Chuck Hagel of Nebraska, who has been mentioned as one of the leading candidates to replace Leon Panetta as defense secretary.
Hagel supported the 2002 resolution approving U.S. military action in Iraq, but later became a critic of the war. He has been denounced by some conservatives for not being a strong enough ally of Israel. Also, many liberals and gay activists have banded against him for comments he made in 1998 about an openly gay nominee for an ambassadorship.
Obama, who briefly served with Hagel in the Senate, stressed that he had yet to make a decision but called Hagel a "patriot."
Hagel "served this country with valor in Vietnam," the president said. "And (he) is somebody who's currently serving on my intelligence advisory board and doing an outstanding job."
Obama noted that Hagel had apologized for his 14-year-old remark on gays.

SANTA MONICA, Calif. (AP) — Physical fitness is a way of life on the beautiful beachfront oasis of Santa Monica. From sunrise to sunset, there's huffing and puffing in the city's parks as trainers put their students through the paces of every form of exercise imaginable.
All along the 420 acres of greenery paralleling the Pacific Ocean are groups of a dozen or more people furiously pumping iron, doing sit-ups, stepping on and off little benches and stretching on mats. Some flex their muscles with weight machines tied by big rubber bands to pretty much anything that's anchored to the ground.
"It's starting to look like a 24-Hour Fitness gym out there," complained Johnny Gray, an assistant track coach at UCLA and former Olympic runner who says he's often forced to navigate around weight machines, barbells and other exercise impediments as he runs.
In recent years, fitness classes have become as ubiquitous in Santa Monica's signature Palisades Park as dog walkers and senior citizens playing shuffleboard.
Karen Ginsberg, the city's director of community and cultural services, said other park users are complaining about fitness enthusiasts not only blocking pedestrian walkways but also making too much noise, killing the park's grass with their weights and damaging its trees and benches with all the exercise gadgets they connect to them.
"Some people have also expressed concerns about people operating a business on city land and putting the city at risk of liability because they aren't carrying insurance," she said.
So now the City Council is considering requiring that fitness trainers who conduct workouts in Santa Monica's parks and on its beaches pay an annual $100 fee and turn over 15 percent of their gross revenues to the city.
The council was to take up the issue of regulating fitness trainers this month, but that's now been pushed back to at least March. Meantime, Ginsberg said city officials are looking at what restrictions they might put on the use of weights, bands and other equipment.
Although classes offering everything from fitness training to yoga to meditation can be found at several city parks and all over Santa Monica's beaches, Palisades Park, with its stunning ocean views, is by far the most popular place.
As a result, city officials are considering limiting exercise class sizes there to no more than two students per trainer. Under the proposal being considered, other venues could still accommodate the larger groups as long as trainers pay the fees and provide proof of insurance.
The trainers respond that, like any responsible business operators, many already are insured and also know CPR. They also point out that they currently pay the city for business licenses and police-issued permits to hold their classes in the park. Although they don't have to pay rent to anyone, they believe that's enough overhead.
"I could easily go back indoors but that's what I wanted to get away from," said Ruben Lawrence, who has been offering boxing and fitness training classes at Palisades and other parks for six years. "I wanted to provide these programs to the masses at affordable rates to the community in a place people enjoy."
Since the city began discussing the additional regulations, Lawrence said, he's moved most of his classes to other parks in Santa Monica. If he has to pay the additional fees, however, he said he'll likely just relocate to a gym.
Raisa Lilling, who offers vigorous exercise classes to the mothers of newborns, said she and other trainers have been working to keep their students quiet and out of the way of dog walkers, camera-toting tourists and others.
"I can absolutely see where they're coming from, but a complete ban, I think, is a little extreme," said Lilling, adding that the sides can always find a middle ground.
Lilling offers Stroller Strides classes in which mothers push kids in strollers across the park. As part of their workout, they'll stop from time to time for vigorous bursts of cardio activity, including running up and down the park's steep stairways to the beach while Lilling watch the kids.
"It's not just a stroll in the park," laughed the trainer, who is certified in CPR, carries insurance and also teaches yoga classes.
Ginsberg, emphasizing that planners are still fine-tuning the proposed regulations, agreed there should be a middle ground.
"I think we have to strike a balance between wanting an active community, which I think we do want, with the need to have some sort of ability for all users to enjoy our parks, particularly Palisades Park," she said.

HOUSTON (AP) — Former President George H.W. Bush's condition continued to improve Saturday, prompting doctors to move him out of intensive care, a spokesman said.
"President Bush's condition has improved, so he has been moved today from the intensive care unit to a regular patient room at The Methodist Hospital to continue his recovery," family spokesman Jim McGrath said Saturday. "The Bushes thank everyone for their prayers and good wishes."
Bush was hospitalized Nov. 23 for treatment of a bronchitis-related cough. He was moved to intensive care at the Houston hospital on Dec. 23 after he developed a fever.
On Friday, McGrath said Bush had improved since arriving in the ICU. He said he was alert and in good spirits and was even doing some singing.
McGrath said Saturday morning that future updates on Bush's condition would be made as warranted.
Bush, the 41st president, is the country's oldest living former president by a few months.

TOKYO (Reuters) - New Japanese Prime Minister Shinzo Abe vowed on Wednesday to battle deflation and a strong yen, and bolster ties with the United States as he kicked off a second administration committed to reviving the economy while coping with a rising China.
A hawk on security matters, Abe, 58, has promised aggressive monetary easing by the Bank of Japan and big fiscal spending by the debt-laden government to slay deflation and weaken the yen to make Japanese exports more competitive.
Critics worry, however, that he will pay too little heed to reforms needed to generate growth despite an ageing, shrinking population and reform a creaking social welfare system.
The grandson of a former prime minister, Abe has staged a stunning comeback five years after abruptly resigning as premier in the wake of a one-year term troubled partly by scandals in his cabinet and public outrage over lost pension records.
"With the strength of my entire cabinet, I will implement bold monetary policy, flexible fiscal policy and a growth strategy that encourages private investment, and with these three policy pillars, achieve results," Abe told a news conference after parliament voted him in as Japan's seventh prime minister in six years.
Abe's long-dominant Liberal Democratic Party (LDP) surged back to power in this month's election, three years after a crushing defeat at the hands of the novice Democratic Party of Japan.
CLOSE ALLIES, PARTY RIVALS
Abe appointed a cabinet of close allies who share his conservative views in key posts, but leavened the line-up with LDP rivals to provide ballast and fend off criticism of cronyism that dogged his first administration.
Former prime minister Taro Aso, 72, was named finance minister and also received the financial services portfolio.
Ex-trade and industry minister Akira Amari becomes minister for economic revival, heading a new panel tasked with coming up with growth strategies such as deregulation.
Policy veteran Toshimitsu Motegi, as trade minister, will be tasked with formulating energy policy in the aftermath of the Fukushima nuclear disaster last year.
Loyal Abe backer Yoshihide Suga was appointed chief cabinet secretary, a key post combining the job of top government spokesman with responsibility for coordinating among ministries.
Others who share Abe's agenda to revise the pacifist constitution and rewrite Japan's wartime history with a less apologetic tone were also given posts, including conservative lawmaker Hakubun Shimomura as education minister.
"These are really LDP right-wingers and close friends of Abe," said Sophia University professor Koichi Nakano. "It really doesn't look very fresh at all."
Fiscal hawk Sadakazu Tanigaki, whom Abe replaced as LDP leader in September, becomes justice minister while two rivals who ran unsuccessfully in that party race - Yoshimasa Hayashi and Nobuteru Ishihara - got the agriculture and environment/nuclear crisis portfolios respectively.
CENTRAL BANK THREATENED
Business leaders welcomed the new cabinet, but the biggest corporate lobby, Keidanren, urged the government to take part in the U.S.-led Trans-Pacific Partnership (TPP) trade pact, Kyodo news agency said. The LDP has been wary of the pact given the political clout of the heavily protected farm sector.
The yen has weakened about 9.8 percent against the dollar since Abe was elected LDP leader in September. On Wednesday, it hit a 20-month low of 85.38 yen against the greenback on expectations of aggressive monetary policy easing.
Abe has threatened to revise a law guaranteeing the Bank of Japan's (BOJ) independence if it refuses to set a 2 percent inflation target.
BOJ minutes released on Wednesday showed the central bank was already pondering policy options in November, concerned about looming risks to the economy. The BOJ stood pat at its November rate review meeting, but eased this month in response to intensifying pressure from Abe.
Abe also promised during the election campaign to take a tough stance in territorial rows with China and South Korea over separate chains of tiny islands, while placing priority on strengthening Japan's alliance with the United States.
On Wednesday, he repeated his resolve to firm up ties with Washington and his intention to protect "the people's lives, Japanese territory and its beautiful oceans".
China expressed hope that Abe's cabinet would work with Beijing to improve ties, but reiterated that the disputed isles were its territory. "We hope Japan works with China with sincerity and makes real efforts to solve relevant problems through dialogue and negotiations," Chinese Foreign Ministry spokesman Hua Chunying told a news conference in Beijing.
Abe named low-profile lawmakers to the foreign and defense portfolios. Itsunori Onodera, 52, who was senior vice foreign minister in Abe's first cabinet, becomes defense minister while Fumio Kishida, 55, a former state minister for issues related to Okinawa island - host to the bulk of U.S. forces in Japan - was appointed to the top diplomatic post. Unlike many others in the cabinet, Kishida has an image as something of a diplomatic dove.
Abe, who hails from a wealthy political family, made his first overseas visit to China to repair chilly ties when he took office in 2006, but has said his first trip this time will be to the United States.
He may, however, put contentious issues that could upset key trade partner China and fellow-U.S. ally South Korea on the backburner to concentrate on boosting the economy, now in its fourth recession since 2000, ahead of an election for parliament's upper house in July.
The LDP and its small ally, the New Komeito party, won a two-thirds majority in the 480-seat lower house in the December 16 election. That allows the lower house to enact bills rejected by the upper house, where the LDP-led block lacks a majority.
But the process is cumbersome, so the LDP is keen to win a majority in the upper house to end the parliamentary deadlock that has plagued successive governments since 2007.
"Trust in our party has not yet been fully restored and I feel we are still viewed with critically by the people, so I want to get results as soon as possible to restore trust," Abe told the news conference.

Simpson on Tuesday tweeted a photo of her baby daughter Maxwell playing in the sand, with the words "Big Sis" spelled out.
The 32-year-old old singer has been rumoured to be pregnant again. The tweet appears to confirm the rumours.
"Merry Christmas from my family to yours" is the picture's caption. Simpson used a tweet in 2011 to announce she was pregnant with Maxwell. She is engaged to Eric Johnson.

A company's sustainability efforts are becoming so desirable for employees that some are now willing to give up part of their salary to work for one, new research shows.
More than 15 percent of employees in the U.S., U.K. and Germany have taken a pay cut to work for a sustainable company, astudy by consulting firm Bain & Co. ?found. In addition, more than 30 percent of employees said they were willing to accept a pay cut of at least 5 percent to join a company that's considered a global sustainability leader.
More than one-third? have excluded specific industries for employment because the companies ?didn't match their personal sustainability beliefs, while more than 20 percent have rejected specific companies, the study found.
This was especially true among younger employees. More than half of those under age 40 felt that a company’s approach to sustainable business practices has influenced their decision about accepting a job, compared to just 29 percent of those over 40.
Overall, 70 percent of employees worldwide have a greater concern for sustainable practices than they did three years ago.? The study attributes that rise to a greater awareness of global issues and a perceived higher urgency for companies to play a role in addressing them.
The research found that employees are placing greater importance on behaviors related to eliminating negative effects of business practices, including ensuring employee safety, reducing pollution and eliminating child labor, than they did philanthropic activities.
"We’re seeing direct evidence that individual attitudes on global sustainability are affecting employers’ ability to recruit and retain engaged talent," said Jenny Davis-Peccoud, head of Bain’s Social Impact Practice and lead author of the study.
The study shows that once within a company, younger employees expect to play a role in shaping their employers' sustainability agendas. Half of those under age 40 felt they personally influenced their employers’ sustainability efforts, versus just 27 percent of those over 40.
"We’re seeing the era of piecemeal philanthropic activities give way to an age where sustainability is becoming a part of the way that a firm does business," Davis-Peccoud said. "Employees will demand to be at the forefront of driving their employers to change."
The study was based on surveys of 746 employees from 20 different industries in three developed countries, the U.S., U.K. and Germany, and in three emerging market countries, China, India and Brazil.

NEW YORK (Reuters) - The year started in the United States with a mild flu season but ended up being marked by deadly outbreaks of fungal meningitis, West Nile virus and Hantavirus.
Tainted steroid medication has been cited as the cause of the meningitis outbreak that killed 39 people.
Weather contributed to the worst outbreak of West Nile virus since 2003 and an unusual outbreak of Hantavirus in California's Yosemite National Park.
Transmitted by infected mice, Hantavirus is a severe, sometimes fatal syndrome that affects the lungs. West Nile can cause encephalitis or meningitis, infection of the brain and spinal cord or their protective covering.
As of December 11, 5,387 cases of West Nile virus had been reported in 48 states, resulting in 243 deaths, the CDC said in its final 2012 update on the outbreak. The 2003 outbreak left 264 dead from among nearly 10,000 reported cases.
A large number of cases this year occurred in Texas, Louisiana and Mississippi where there are large mosquito populations.
CDC and state officials have said that rainfall in the spring and record high summer temperatures contributed to the severity of the outbreak by affecting mosquito populations, which transmit the disease by biting humans and animals.
Health officials said that only a small percentage of cases of West Nile virus are reported because most people have no symptoms and about 20 percent have mild symptoms such as aches and fever. One in 150 people with West Nile virus develop other illnesses such as meningitis and encephalitis.
The biggest outbreak in nearly two decades of Hantavirus, which emerges in dry and dusty environments, cropped up during the summer in 1,200-square-mile (3,100-square-km) Yosemite National Park, killing three of 10 infected visitors.
The National Park issued warnings to 22,000 people who may have been exposed to the rare disease, and 91 Curry Village cabins in the park were closed in late August.
In early September, a 78-year-old judge named Eddie Lovelace was rushed to a hospital in Nashville, Tennessee. Thought to have had a stroke, he died a few days later.
After a large outbreak of fungal meningitis was linked to tainted steroid injections, Lovelace's cause of death was revised. He became the first documented death in a meningitis outbreak that has infected 620 people and killed 39 in 19 states.
The New England Compounding Center in Framingham, Massachusetts, was closed after investigators found that it had shipped thousands of fungus-tainted vials of methylprednisolone acetate to medical facilities around the United States. The steroid was typically used to ease back pain.
More than 14,000 people were warned that they may have had an injection of the tainted steroid. Doctors continue to see new cases of spinal infections related to the steroid, and cases of achnoiditis, an inflammation of nerve roots in the spine.
The outbreak led two Democratic lawmakers in the U.S. House of representatives to introduce legislation to increase government oversight of compounded drugs.
And what lies ahead in 2013?
"While there are some trends we can predict, the most reliable trend is that the next threat will be unpredictable," said Centers for Disease Control and Prevention (CDC) Director Thomas Frieden.
